I don't know if your server is already in production but if this will work on a 2nd installation I would install the server from scratch. An old thread, but maybe this helps someone who stumbles across this problem. This can be caused by hotfixes and hotfix rollups that are not available through Windows Update. In my case, installing hotfix rollup KB caused the issue.
Since the files needed for one of the hotfixes in this rollup could not be retrieved through Windows Update, the installation failed.
